Prosecute officials over ‘missing’ N33.75bn cash transfers, Falana tells EFCC
Human rights lawyer and Senior Advocate of Nigeria, Femi Falana, has called on the Economic and Financial Crimes Commission to investigate the alleged diversion of N33.75bn meant for cash transfers to poor and vulnerable Nigerians.
Falana, in a statement issued on Sunday, urged the anti-graft agency to work with the Auditor-General for the Federation to recover the money and prosecute public officials found culpable.
The call followed a disclosure by the Auditor-General for the Federation, Shaakaa Chira, that the Federal Government could not provide sufficient evidence to auditors that N33.75bn in cash transfers intended for more than 3.29 million vulnerable households reached genuine beneficiaries.
The disclosure was contained in the Auditor-General’s 2024 Annual Report on Non-Compliance/Internal Control Weaknesses in Ministries, Departments and Agencies of the Federal Government.

Falana said the development raised serious concerns about the management of funds intended to alleviate poverty and support vulnerable Nigerians.
He said, “The Economic and Financial Crimes Commission should liaise with the Auditor-General of the Federation with a view to recovering the missing N33.75 billion. Furthermore, the EFCC should embark on an immediate investigation of the serious allegation of the criminal diversion of the sum of N33.75 billion in cash transfers earmarked for poor and vulnerable people in the country. All the characters involved in the shameful conduct should be arrested and prosecuted without any delay.”
The lawyer noted that the National Social Investment Programme Agency was established as a statutory agency under the National Social Investment Programme Agency Act 2022, enacted during the administration of former President Muhammadu Buhari.
According to him, the law empowered NSIPA to design social investment programmes, manage beneficiaries’ databases, strengthen payment and accountability systems and collaborate with state governments and development partners.
The Act provides for the implementation of programmes including N-Power, the National Home-Grown School Feeding Programme, National Cash Transfer, National Social Safety-Net, Government Enterprise and Empowerment Programme and the Grant for Vulnerable Groups.
However, Falana alleged that corruption involving some public officials had undermined the management of the programmes.
He recalled that the pioneer Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq, was investigated by the EFCC over alleged money laundering involving more than N37.1bn.
He further recalled that in April 2026, a Federal Capital Territory High Court issued an arrest warrant against Farouq and her former Permanent Secretary, Bashir Alkali, following their repeated failure to appear for arraignment.
Falana also referenced the scandal involving former Humanitarian Affairs Minister, Betta Edu, who was suspended in January 2024 after a leaked December 2023 memo directed the Accountant-General of the Federation to transfer N585m in public intervention funds into a private bank account.
The lawyer said the former Chief Executive Officer of NSIPA, Halima Shehu, was also suspended and questioned over alleged suspicious movement of funds.
He said the EFCC should conclude its investigation into the allegations involving Edu and Shehu so that the public could know the outcome. “By now, the EFCC ought to have concluded its investigation into the scandal to enable Betta Edu and Halima Shehu to know their fate,” he said.
Following the controversies surrounding the management of social investment funds, the Federal Government introduced tighter beneficiary-tracking mechanisms, including requirements for beneficiaries to link their profiles with their Bank Verification Numbers and National Identification Numbers.
The measures were also designed to eliminate ghost beneficiaries and improve accountability in the disbursement of social protection funds.
Falana, however, said the latest revelation by the Auditor-General showed that significant questions remained about the effectiveness of the systems put in place to track social investment funds. He also expressed concern over the planned implementation of a $3.05bn development package unveiled by President Bola Tinubu in July 2026.
According to him, the package, supported by the World Bank, is intended to deepen poverty reduction, strengthen human capital development and expand economic opportunities across the country. Falana said the Federal Government must ensure that the funds were not subjected to the same alleged abuses that had characterised previous social investment programmes.
He urged the government to establish an independent mechanism involving credible civil society organisations to oversee the disbursement of the funds to poor and vulnerable Nigerians. “Instead of allowing public officers to feast on the huge funds for poverty reduction in the land, the Federal Government should set up a body constituted by representatives of credible civil society organisations to disburse the $3.05bn package of development programmes to the poor and vulnerable people in the country,” he said.
Falana further claimed that the World Bank had concluded arrangements to withdraw the funds if the Federal Government failed to prevent officials from allegedly diverting resources meant for poverty reduction.
The latest controversy comes amid renewed efforts by the Federal Government and development partners to strengthen Nigeria’s social protection system and ensure that interventions reach intended beneficiaries.
The Auditor-General’s finding places fresh pressure on the government and anti-corruption agencies to establish what happened to the N33.75bn and determine whether the failure to account for the funds resulted from administrative weaknesses, fraud or criminal diversion.

2027: YPP Candidate Agada Rules Out Fuel Subsidy Return
The presidential candidate of the Young Progressives Party (YPP), Peter Agada, says he will not restore petrol subsidy if elected president in the 2027 general elections.
Speaking on Channels Television’s Politics Today on Friday, Agada said he would retain the subsidy removal policy introduced by President Bola Tinubu but reform government spending to improve revenue and economic outcomes.
Tinubu announced the removal of petrol subsidy during his inauguration on May 29, 2023, declaring that “subsidy is gone”.
The policy triggered a sharp increase in petrol prices and contributed to rising costs of goods and services across the country.
Some presidential hopefuls, including the African Democratic Congress (ADC) candidate, Atiku Abubakar, have promised to restore the subsidy to lower petrol prices and ease the hardship faced by Nigerians.
However, Agada said he would maintain the current administration’s policy.
“I will stick to the gun with the present administration. We will remove subsidy the way they have done,” he said.
The YPP candidate argued that Nigeria’s revenue challenges were linked to the way the country manages its oil resources and the costs associated with oil production.
Referring to comments by the Minister of State for Finance, Taiwo Oyedele, Agada questioned the volume of crude oil revenue available to the Federal Government after deductions.
“What the challenge is, is not what the present administration is doing, what the challenge is if you listened to Minister Oyedele the last time he was speaking, which I have checked and agree with, is the fact the the free shared oil that the Federal Government gets out of the 1.8 billion barrels per day produced after you remove royalties, after you remove all the other costs, is about 1000 barrels per day. What can you do with 100,000 barrels per day?” he said.
Agada said his administration would focus on reforming the Engineering, Procurement and Construction (EPC) processes, which he identified as an area requiring scrutiny to reduce waste and improve government revenue.
“We want to interrogate that system because we think that the wastage and majority of the challenges Nigeria is facing in terms of lower revenue is coming from that whole regime or that system that Nigeria practices and we are saying that that system has been faulty from day one,” he added.
The YPP candidate said Nigeria had both revenue and expenditure challenges, but argued that spending was the bigger problem.

Security Operatives Arrest Five Suspects Over Abduction Of 20 NYSC Members In Imo
Five suspected members of a criminal gang accused of abducting 20 prospective National Youth Service Corps (NYSC) members in Imo State have been arrested in a joint security operation led by the Department of State Services (DSS), in collaboration with the military, police and other security operatives.
The suspects were apprehended in Port Harcourt, Rivers State, and Abia State during intelligence-led operations conducted between October 10 and 14.
Three other suspects reportedly escaped with gunshot wounds, prompting a manhunt for the fleeing members of the gang.
The arrests followed the abduction of 20 prospective corps members along the Owerri-Onitsha Expressway in Imo State on October 1, 2026, while they were travelling from Ibadan, Oyo State, to their assigned NYSC orientation camps in Abia and Akwa Ibom states.
The gunmen attacked two buses conveying the prospective corps members and other passengers near Umunoha in the Mbaitoli Local Government Area of Imo State.
The victims were rescued on October 7 during a joint security operation at Amakohia-Ubi Village in Owerri West Local Government Area of the state. They were subsequently taken to the DSS hospital in Owerri for medical attention and necessary checks.
During the search-and-rescue operation, the police had said their operatives located the kidnappers’ camp through drone surveillance but could not immediately advance because the location was reportedly planted with improvised explosive devices (IEDs). Security agencies later intensified efforts to reach the victims and secure their release.
The latest arrests mark a development in efforts to track down those allegedly responsible for the abduction and dismantle the criminal network.
A security source described the arrests as a major relief, saying security agencies had sustained a manhunt for the suspects.

ADC Campaign Council Accuses Kwankwaso Of Doing Tinubu’s Bidding
The African Democratic Congress Presidential Campaign Council (ADC-PCC) has accused former Kano State Governor Rabiu Musa Kwankwaso of advancing President Bola Tinubu’s political interests by asking former Vice President Atiku Abubakar to withdraw from the 2027 presidential race in favour of Peter Obi.
The council described Kwankwaso’s call as reckless and self-serving, alleging that it was an attempt to weaken the opposition ahead of the election.
In a press statement, the Director of Media and Publicity of the ADC-PCC, Kola Ologbondiyan, criticised Kwankwaso over comments he made during an interview on Channels Television.
Ologbondiyan accused the former governor of focusing on opposition figures instead of challenging the Tinubu administration, which he said Nigerians were eager to vote out.
He also expressed confidence that Atiku could win Kano State in the 2027 presidential election, regardless of whether Kwankwaso supported him.
According to him, the rising cost of living, hunger, poverty and insecurity would play major roles in determining voters’ decisions.
The ADC-PCC spokesman questioned Kwankwaso’s position, given his political alignment with Peter Obi and the National Democratic Congress (NDC). He argued that opposition leaders should work together to defeat the ruling All Progressives Congress (APC) rather than attack one another.
“Rather than campaigning against President Tinubu, whose administration Nigerians are eagerly working to vote out, Kwankwaso is fixated on Atiku Abubakar, the ADC candidate, whom millions of Nigerians believe can restore economic stability and make life affordable again,” Ologbondiyan said.
He further questioned Kwankwaso’s motives, suggesting that the former governor was more interested in his future political ambitions than in addressing Nigeria’s present challenges.
“Why is Kwankwaso so obsessed with Atiku? The answer may lie in his own political calculations. Having reportedly described the office of the Vice President as a ‘spare tyre’, he appears more concerned about positioning himself for the 2031 presidential election rather than addressing the urgent challenges confronting Nigerians today,” he added.
Ologbondiyan alleged that Kwankwaso’s actions could benefit the ruling party by creating divisions among opposition politicians.
“What Kwankwaso is doing amounts to advancing President Tinubu’s interests. It is a familiar APC strategy to use willing collaborators within the opposition to create confusion, sow division and weaken the collective efforts to bring about political change,” he said.
He maintained that Kwankwaso’s support was not essential for a candidate to win Kano, citing the 2003 and 2007 presidential elections, when former President Muhammadu Buhari secured victories in the state despite not having Kwankwaso’s backing.
The ADC-PCC spokesman also questioned Kwankwaso’s ability to translate his strong political base in Kano into nationwide electoral success.
“Kwankwaso must come to terms with the realities of the national political landscape. His influence should not be confused with the capacity to win a presidential election.
“If his political relevance were as extensive as he suggests, why did he finish fourth in the last presidential election?” he queried.
He further alleged that Kwankwaso’s support for Obi was motivated partly by personal ambition and the possibility of future political negotiations.
