N8.8tn Unaccounted Funds, PFIPC: Act On Federal Audit Service Bill Within Seven Days Or Resign -Atiku Tells Tinubu

By Augustine Akhilomen

Former Vice President and presidential candidate of the African Democratic Congress (ADC), Atiku Abubakar, has issued a strict seven-day ultimatum to President Bola Tinubu, demanding that he either act on the Federal Audit Service Bill or resign from office.

Atiku, in a statement issued on Friday by Phrank Shaibu, his spokesperson, expressed concerns over Tinubu’s continued delay to conclude action on the Federal Audit Service Bill months after it was transmitted by the National Assembly.

He described the delay as yet another example of an administration that appears increasingly indifferent to constitutional discipline, institutional accountability and the rule of law.

The former Vice President cited Section 58(4) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), which stipulates that “Where a Bill is presented to the President for assent, he shall within thirty days thereof signify that he assents or that he withholds assent.”

“That provision is neither decorative nor discretionary. It is a constitutional command. The framers of our Constitution never envisaged a President who would simply sit on legislation indefinitely while governance drifts without certainty or accountability,” Atiku stated.

According to him, the Federal Audit Service Bill was designed to modernise Nigeria’s audit architecture, strengthen the independence of the Auditor-General and improve oversight of public expenditure, adding that delaying action on legislation meant to reinforce transparency sends the wrong message at a time when Nigerians are demanding stronger institutions.

“Every major scandal begins with a smaller act of institutional neglect. It begins when constitutional provisions are treated as optional, when oversight institutions are weakened and when those entrusted with enforcing the law become comfortable operating outside its clear boundaries,” he said.

Atiku linked this pattern to the recent controversy surrounding the Presidential Foreign Intervention Promotion Council (PFIPC), saying that regardless of what ongoing investigations or official processes eventually establish, the episode exposed the dangers of weak institutional safeguards, conflicting official narratives and declining public confidence in governance.

“If constitutional timelines can be ignored without consequence, if accountability legislation can remain unattended beyond the period contemplated by the Constitution, and if institutions responsible for safeguarding public resources are denied the reforms they require, then no Nigerian should be surprised when controversies emerge over public institutions, government approvals and official processes,” he said.

He warned that treating one constitutional obligation as optional inevitably weakens respect for every other constitutional safeguard.

The former Vice President therefore gave Tinubu a seven-day ultimatum to comply with the constitutional obligation imposed by Section 58(4), either by assenting to the Federal Audit Service Bill and formally communicating to the National Assembly and Nigerians his reasons for withholding assent, or by voluntarily quitting office.

Paris Saint-Germain have announced the signing of Spanish World Cup-winning forward Ferran Torres, with the attacker joining the French champions on a contract running until 2031.

The club announced the move on its official website on Saturday, confirming that Torres will wear the number nine shirt.

Born in Foios, Spain, on February 29, 2000, Torres began playing football through futsal before joining the Valencia CF academy at the age of seven.

He rose through the ranks at Valencia and made history in December 2017 when he became the first player born in the 21st century to feature in La Liga, making his debut against Eibar.

During his three seasons with Valencia, Torres made 97 appearances and set several age-related records.

“In 97 matches for Valencia, Ferran Torres left a lasting impression and set a number of new records for his age, becoming, at 19 years and 324 days, the youngest player in the club’s history to have played 50 league matches, as well as the first goalscorer born in the 21st century in the Champions League for a Spanish club,” PSG said.

Torres won his first professional trophy in 2019 when Valencia lifted the Copa del Rey.

His performances earned him a move to Manchester City in 2020, where he played under Pep Guardiola.

“Ferran Torres scored his first goal for the Cityzens in the EFL Cup against Burnley, just six days after making his Premier League debut against Wolverhampton,” PSG said.

The Spanish forward helped Manchester City reach the Champions League final in 2021 and also won the Premier League and League Cup during his time at the club.

He made 43 appearances for City, scoring 16 goals and providing four assists, before joining Barcelona during the 2021–22 winter transfer window.

At Barcelona, Torres, nicknamed “El Tiburón” — Spanish for “The Shark” — became an important member of the club’s attack.

PSG said: “In 207 matches for FC Barcelona, he found the net 65 times, including in the Copa del Rey final victory against Real Madrid in 2025, where he helped his team force the game into extra time.”

Torres won three La Liga titles, one Copa del Rey and two Spanish Super Cups during his time with Barcelona.

His international career began with Spain’s youth teams, where he won the European Under-17 Championship in 2017 and the Under-19 European Championship in 2019.

The forward has since become an established member of the senior national team, earning 65 caps.

Torres said, “I’m delighted to be beginning a new adventure at such an ambitious club as Paris Saint-Germain.

“I’d like to thank President Nasser Al-Khelaïfi, Luis Campos and coach Luis Enrique for giving me the opportunity to join the team, which I hope to help win as many trophies as possible.”

Luis Enrique handed Torres his senior debut in 2020 during a Nations League match against Germany, and he subsequently represented Spain at Euro 2020 and the 2022 World Cup in Qatar.

He went on to win the Nations League with Spain in 2023 before helping the country claim the European Championship in Germany in 2024.

PSG said Torres has now added the World Cup to his international honours.

“Just this summer, in North America, the Valencia-born player won the World Cup and helped Spain add a second star to their shirt.

“Ferran Torres etched his name into the history books by scoring the only goal of the final in extra time as La Roja defeated Argentina, also earning him the Man of the Match award,” the club said.

Torres now begins the next chapter of his career in Paris, where he will wear PSG’s number nine shirt and remain under contract until 2031.

Chief Sir Joseph Ebere Ezeokafor, chairman of Jezco Group of Companies and father of popular social media personality, Jowi Zaza, has regained his freedom after days in the custody of his abductors.

Anambra State Police Command, Saturday, confirmed the release of Ezeokafor and a Rev Sister who were abducted by armed men at Ifite-Awka.

According to the police, the two victims had safely returned, while security agencies were taking steps to establish the circumstances surrounding their release and gather information that could assist ongoing investigations.

Ezeokafor, a septuagenarian, was abducted in the early hours of Tuesday while reportedly on his way to a prayer ground in Awka, Anambra State.

He was released late on Friday night and subsequently picked up by a family member near the boundary between Anambra and Enugu states, close to Ebenebe, near Awka.

A close family member, who confirmed the development, said the family was “understandably ecstatic” over his release.

“Thank God, the septuagenarian is free at last,” the source said.

Another source familiar with the development said Ezeokafor was picked up by a family member in Ebenebe.

The source described the area as an emerging kidnapping location in the axis, alleging that several abductions had either occurred there, adding some that victims abducted elsewhere were also taken to the place.

The businessman’s abduction had generated widespread concern across Anambra State and beyond, with security agencies coming under pressure to secure his release.

The development also came amid reports that the abductors had established contact with Ezeokafor’s family and initially demanded N700 million in ransom before allegedly raising the demand to N1.5 billion.

It was not immediately clear whether any ransom was paid or the circumstances surrounding the victim’s release.

The Commissioner of Police, Anambra State Command, CP Nnanna Oji Ama, commended the safe return of the victims and directed intensified intelligence-led operations and a manhunt for those responsible for the abduction.

The police said the operation involves the Nigeria Police, Department of State Services, the military, Nigeria Security and Civil Defence Corps, Agunechemba security operatives and other relevant security agencies.

The Command also appealed to members of the public to remain vigilant and provide credible and timely information that could assist security agencies in apprehending the perpetrators.

Ezeokafor is the founder of Jezco Oil and Lubricants, which he established in 1980 and subsequently expanded into other areas of manufacturing and businesses.

He is well known in Anambra’s business community, while his son, Jowi Zaza, has a significant following on social media.
