COVID-19: Lagos Bans Gathering Of More Than 50 Persons

By Augustine Akhilomen
The Lagos State Government has for the umpteenth time place a ban on gathering above 50 persons as the state continues to battle a second wave of the pandemic.
The announcement was made on Monday in a statement issued by Governor Babajide Sanwo-Olu.
He stated that religious services were exempted from the directive, so far gathering does not exceed 50% capacity of the space.
“The State Government has observed with dismay the widespread flagrant disregard and non-adherence to guidelines and protocols aimed at stemming and curbing the tide of infection,” Sanwo-Olu said.
“We particularly note that some event centers have been operating their premises outside the acceptable parameters for operation/usage and continue to be recalcitrant in this regard.
“This is to sound a very serious note of warning that henceforth all those found culpable and in breach of the existing regulations and guidelines would be swiftly and decisively dealt with in full accordance with the provisions of the law.
“Furthermore, and in line with the COVID-19 Health Protection Regulations 2021 signed last week by President Muhammadu Buhari, it is hereby directed that no gathering of more than 50 persons shall hold in an enclosed space, except for religious purposes, in which case the gathering shall not exceed 50% capacity of the space.
“A breach of the provisions of the Presidential Regulations attracts upon summary conviction, a fine or six months imprisonment and or both. Our enforcement agencies have been appropriately tasked to ensure maximum compliance.
“All Lagosians are enjoined to continue to observe all laid down guidelines and protocols issued by both the state and federal governments for the effective containment and treatment of the novel coronavirus disease.”

LAGOS STATE CORONAVIRUS UPDATE – JANUARY 31, 2021
Lagos State continues to be the epicenter of the Coronavirus pandemic in Nigeria. As of the 29th of January 2021, Lagos State had recorded a total of 47,871 confirmed cases of COVID-19. Of this number, 34,094 have recovered in community, while 9,856 are currently active in community. Over the last 12 months, about 3,988 COVID-related patients have been admitted into the various care centres across the State; with a registered fatality rate of approximately 0.63% (301 deaths).
TESTING
Currently, Lagos State has 21 private and 4 public health laboratories accredited for Covid-19 testing. So far, a total of 316,801 samples have been tested, with 47,871 diagnosed as Positive.
The test positivity ratio for January 2021 is 24%, which means that one out of every four tests returns positive. This is the highest monthly average recorded in the last six months.
It should be stressed that testing is free at all Lagos State public health laboratories, for all persons who fall within the case definition—that is, have symptoms such as fever, cough, cold, inability to smell or taste, headaches or general body weakness—or those who have come into close contact with anyone with any of these symptoms. Testing at our public health facilities will continue to remain free but cannot be used for travel purposes. Anyone wishing to test as a requirement for either outbound or inbound travel or other work-related requirements must do so at any of the 21 private laboratories accredited by Lagos State for COVID testing.
HOME-BASED CARE
The Lagos State Government established a telemedicine service, EKOTELEMED, for patients who are either asymptomatic or have mild symptoms that do not require admission, and can therefore be managed in the comfort of their homes.
EKOTELEMED is manned by well-trained medical personnel, and is available on a toll-free line, 08000EKOMED (08000356633). The State Government would like to encourage as many people as possible, whose cases fall in the asymptomatic or mild category, to take advantage of this service.
So far about 5,000 patients have been reached through EKOTELEMED, and more than a thousand care packs delivered to patients in the Home-based care program.
OXYGEN
The Government wishes to reiterate that Oxygen is free at all Lagos State-owned Covid-19 Treatment Centers. The Lagos State Government does not charge for the use of Oxygen in its Centers.
Considering that oxygen demand has spiked to between 300 and 400 cylinders per day across state-owned treatment facilities, the Government is working hard to ensure that availability and supply are very easily able to meet and even surpass this demand. To this end, a second oxygen plant is under construction at the Gbagada General Hospital, and will come on-stream within the next seven days. It is expected that this will boost the in-house capacity and availability of oxygen across all State Government managed treatment centers.
FG TREATMENT CENTERS GRANT
In view of the rising profile of the coronavirus disease due to the mutating variants now being discovered globally; and to shore up our containment and management capacity, I have approved the sum of Two Hundred Million Naira (N200,000,000) to support the ongoing patient management and treatment efforts of two Federal Government Treatment Centers in our state. To this end, LUTH will be receiving the sum of One Hundred and Fifty Million Naira and the Federal Medical Center, Ebute Metta will be receiving Fifty Million Naira. These sums will be disbursed on Monday, February 1.
IVERMECTIN
The State Government is aware of numerous international claims that the broad spectrum anti-parasitic agent/medication Ivermectin has shown some efficacy in acting as a sustained prophylaxis in containing/inhibiting the causative virus in SARSCoV-2. While this medication has not yet been approved for the broad treatment of the Coronavirus disease, the State Government has however taken the bold step of ensuring we have adequate stocks of Ivermectin, which will be initially deployed in a short clinical trial to ascertain its efficiency in our population to prevent and treat COVID-19 infection.
VACCINES
The Lagos State Government is aware that the Federal Government is expecting its first batch of vaccines (Pfizer) from the Covax Facility in February, and that Lagos State’s status as the epicentre of the pandemic in Nigeria will be duly considered in the distribution plan.
At the moment the State Government is finalizing its own vaccine strategy; while at the same time keeping a close eye on ongoing vaccine research, development and clinical trials. It is also in constant engagement with all the relevant stakeholders in that space, in the public and private sectors.
As the vaccines become available in Lagos State they will be prioritized to the people who need them the most: frontline health workers, people with co-morbidities (medically vulnerable), the elderly (aged 65 and above, and subsequently, those aged between 50 and 65), and essential workers.
While aligning with the national strategy for deployment of the vaccines, in these early days, Lagos State will also continue to scale up the capacity to flatten the infection curve, and to minimize the fatality rate, through testing and treatment.
The Government also acknowledges its responsibility to ensure that:
1. Lagosians are protected from price-gouging and other forms of exploitation.
2. The integrity of the vaccines is kept intact along the entire supply and distribution chain.
3. Approved dosages are complied with.
4. That a post vaccination adverse event monitoring strategy is followed diligently and according to normal protocols of pharmaceutical public safety.
These responsibilities will be faithfully discharged, for the safety and wellbeing of the people of Lagos State.
NEW TREATMENT OPTION (GBAGADA CENTER)
In keeping with governments responsibility as a public protector and in response to the growing clamour by patients and families who are willing to pay for Covid-19 treatment but would like to do so at a cost that is lower than is currently obtainable at private facilities, the Lagos State Government is making efforts to transform the State-owned Isolation Center in Gbagada into a fee-paying facility that people can elect to be treated at.
This means that while the Covid Treatment Facility in Yaba will continue to offer free and high-quality treatment to all persons, Gbagada will offer treatments at a moderated and affordable cost to those who wish to take advantage of extra offerings like private treatment rooms and more personalised levels of care.
NON-PHARMACEUTICAL INTERVENTIONS
The importance of non-pharmaceutical interventions cannot be overemphasised. All residents of Lagos State must continue to abide by the public health and safety regulations that have been issued by the health authorities, including the following:
1. Wear a mask everywhere.
2. Ensure that you wash your re-usable mask regularly, and also properly dispose of used disposable masks.
3. If you operate an office or business, insist on the wearing of masks before customers or clients can be granted access or rendered service.
4. Follow social distancing guidelines.
5. Avoid mass gatherings or adhere to published guidelines for congregations.
6. Practice regular hand and respiratory hygiene
7. If you feel any symptoms that correspond to the outlined symptoms of COVID-19, get tested. Testing is FREE for symptomatic patients in Lagos State, through the network of public testing facilities.
8. If positive, self-isolate or report to any Isolation Centre and follow-up clinics.
The State Government has observed with dismay the widespread flagrant disregard and non-adherence to guidelines and protocols aimed at stemming and curbing the tide of infection. We particularly note that some event centers have been operating their premises outside the acceptable parameters for operation/usage and continue to be recalcitrant in this regard.
This is to sound a very serious note of warning that henceforth all those found culpable and in breach of the existing regulations and guidelines would be swiftly and decisively dealt with in full accordance with the provisions of the law.
Furthermore, and in line with the COVID-19 Health Protection Regulations 2021 signed last week by President Muhammadu Buhari, it is hereby directed that no gathering of more than 50 persons shall hold in an enclosed space, except for religious purposes, in which case the gathering shall not exceed 50% capacity of the space.
A breach of the provisions of the Presidential Regulations attracts upon summary conviction, a fine or six months imprisonment and or both. Our enforcement agencies have been appropriately tasked to ensure maximum compliance.
All Lagosians are enjoined to continue to observe all laid down guidelines and protocols issued by both the state and federal governments for the effective containment and treatment of the novel corona virus disease.

2027: Current Govt may use courts to frustrate ADC – David Mark raises alarm

The former Senate President raised the alarm in Abuja during a visit by the National Legal Support Group of the ADC, led by Abdullahi Abdurrahman.
Abdurrahman, at the meeting, revealed that no fewer than 310 lawyers have volunteered to defend the party in all ongoing and future legal cases across Nigeria.
According to him, the legal team has representation in all 36 states and the Federal Capital Territory, FCT, and is fully mobilised to tackle any legal challenges the ADC may face.
He said the party’s legal team includes prominent legal figures such as the ADC’s Legal Adviser, Peter Oyewole; former Attorney-General and Minister of Justice, Abubakar Malami, SAN; and former Edo State Governor and legal scholar, Professor Oserheimen Osunbor.
“We are prepared to handle any case that may arise against ADC anywhere in the country,” Abdurrahman said.
Abdurrahman stated further that the lawyers believe in the ability of the current leadership to transform the party and make a meaningful contribution to national development.
He also extolled Senator Mark’s integrity, urging him to use his experience and statesmanship to guide the ADC to national prominence.
The leader of the National Legal Support Group urged the party’s Legal Adviser to provide necessary documents and updates on legal matters to help the team work effectively.
Responding, Oyewole assured the group that all legal protocols surrounding the recent coalition that birthed the new ADC were properly followed.
“There is no cause for alarm,” he stated.
Senator Mark, however, expressed concern about possible legal threats.
“ADC is the party to beat in 2027. The current administration may attempt to use the courts to frustrate our momentum,” he warned.
He urged Nigerians to support the ADC as a credible and patriotic alternative to lead the country forward.
Mark also commended the legal team for their dedication, encouraging them to remain alert and proactive as the party positions itself as a strong contender in the next general elections.
With a growing grassroots presence and a formidable legal structure, the ADC says it is ready to defend its vision and engage in the 2027 political contest.

Lagos LG Election: It’s A Sham Showing APC Game Plan For 2027, Says LP

LP said the exercise was a sham and “a clear red flag – a troubling pointer to what the 2027 general elections may look like if this pattern is not disrupted.”
The party expressed concerns that every true democrat in Nigeria should be alarmed at such development.
Ken Asogwa, Spokesman to Labour Party’s acting national chairman, Nenadi Usman, in a statement on Monday, lamented that “The farce that played out in Lagos State on Saturday, 12th July 2025, under the guise of local government elections, has once again exposed the All Progressives Congress (APC) as a party allergic to democratic principles and due process.
The brazen self-allocation of all 57 council chairmanship seats and 375 out of 376 councillorship positions to the APC is not only shameless – it is unprecedented in Nigeria’s electoral history.”
He said LP has for long known that the APC, both at the national and sub-national levels, has little regard for civility or the rule of law, but “the audacity with which officials of the Lagos State Independent Electoral Commission (LASIEC) collaborated openly with APC operatives represents a new low. Never in our democratic journey has such impunity been so openly executed.”
According to him, reports from agents of the party across Lagos State indicate that in most polling units, ballot boxes were already stuffed with pre-thumbprinted ballot papers before voting even commenced.
He also said in many instances, LASIEC officials reportedly arrived with pre-filled result sheets – long before any vote was cast.
“While no one expects electoral decency from the APC, we had hoped that they would at least attempt to feign fairness. Even that pretense has now been discarded,” he added.
The party therefore called in its supporters across Lagos to remain calm and law-abiding in the face of what it described as “monumental provocation.”
The statement called on “LASIEC immediately cancel this mockery of an election and organize a fresh, transparent process that reflects the genuine will of the people.”
“Lagos, known as the Centre of Excellence, should not be reduced to a theatre of electoral absurdity. As a microcosm of Nigeria, what happens in Lagos has ripple effects across the federation,” it stressed, adding that Labour Party “will not be silent.”

LG poll: AAC berates LASIEC over ‘flawed’ process, demands cancellation

According to Oni in a statement on Sunday, the election was characterised by the late arrival of electoral officials, with some polling units receiving officials as late as 12 pm.
According to him, this led to widespread discouragement among voters, many of whom left before the officials arrived.
Oni also alleged that adhoc staff complained of receiving ballot papers late and not being provided with funds, further highlighting the electoral body’s incompetence.
He noted that some party logos were missing from the ballot papers, which eroded public confidence and led to voter apathy.
The AAC chairman described LASIEC as a “shame to democracy,” citing the absence of accreditation processes and the alleged collection of bribes by LASIEC staff.
He accused the electoral body of allowing APC agents and thugs to rig the election, with security lapses and violence reported in some areas, including Ikosi-Isheri Mile 12 and Ajeromi Ifelodun.
Oni called for the immediate cancellation of the election, citing non-compliance with electoral laws and guidelines.
He demanded the resignation of LASIEC Chairman Justice Bola Okikiolu Ighile (RTD) and Lagos State Governor Babajide Sanwo-Olu for appointing an incompetent electoral body chairman.
He said: “LASIEC officials came to the polling units at 12pm and many others even later. The issue of lateness caused a wide spread discouragement to lots of electorates, as they had to go back home before the arrival of the LASIEC officials. This was done intentionally to disenfranchise the voters.
“When Adhoc staff were challenged they complained of receiving ballot papers late and also some of them said they requested for funds in the morning and they were not given. You can imagine the level of incompetence.
“Some party logos were not on the ballot paper. The lack of preparation which the public are aware of, eroded public confidence, as this brings about voters apathy in the State.
“LASIEC is a shame to democracy. What kind of sham election is this! No form of accreditation. Anybody can just present anyone’s PVC as far as you claim the name on the voters list and vote, or many even voting without any voters list checked.
“We were aware that LASIEC isn’t ready for any credible election through the manners in which they handle the screening process and validation and what has happened today so far is just a confirmation of what we already know.
“LASIEC staff were not hiding the disgusting way of collecting bribes, it shows decadence and lack of integrity within the State electoral umpire. They clinically and shamelessly allowed the APC party agents and thugs to rig the election.
“We are calling for the total cancellation of the sham election conducted by the LASIEC, it can’t be called free talk less fair. The election didn’t follow the guidelines of the electoral law and also the training manual of LASIEC.
In many centers there was no displacement of the voters details while many of the officials colluded with APC to rigged.
“It is disheartening as the time countries around the world are gearing towards better and stable democracy, here we have LASIEC dismantling our already fragile democracy. All political parties asked to sign the hypocrisy “Peace Accord” prepared by the LASIEC while All Progressive Congress APC was quick to sign and turn to inflicting injuries on opponents and causing chaos everywhere during the election.
