As the country is approaching the hazardous weather conditions from November, the Nigerian Civil Aviation Authority (NCAA) has directed airline operators and pilots flying within the country’s airspace to not hesitate to delay, divert or out-rightly cancel schedule flight.
The agency said that this was necessary in order to maintain the high safety standard within the country’s airspace, saying that it would not hesitate to sanction any erring pilot or airline.
A statement by the General Manager, Public Affairs of NCAA, Mr. Sam Adurogboye stated that where visibility falls below the prescribed weather minima, flight operations should be discontinued.
Adurgoboye said that the warning was in an advisory circular with the reference no. AC: NCAA-AEROMET- 26: to all pilots and airline operators that was signed by its Director-General, Capt. Muhtar Usman.
He specifically warned the airline to adhere strictly to the Nigeria Civil Aviation Regulations (NCARs) in this weather period, stressing that poor weather conditions were common this period.
He insisted that the circular became imperative as the rainfall cessation would likely herald a long and severe dust haze (harmattan) in the months ahead.
He declared that with this information, pilots were expected to be cautious and uphold Standard and Recommended Practices (SARPs), while conducting flights during hazardous weather associated with dust haze at this period.
He added: “This haze comes with – a dry and dusty wind that blows southwards from the Sahara across Nigeria in the months of November to March.
“Consequently, pilots should note that air-to-ground visibility may be considerably reduced due to the dust haze. In addition, aerodrome visibility may fall below the prescribed minima and in severe conditions; dust haze can blot out runways, the markers and airfield lightings over wide areas. This makes visual navigation extremely difficult or impossible.”
Therefore to reiterate, all pilots, he noted were obliged to exercise maximum restraint especially when severe weather condition is observed or forecasted by the Nigerian Meteorological (NiMET).
He urged pilots to obtain adequate departure, en route and destination weather information and briefing from NIMET prior to flight operations at all the airports, adding that the flight crews or operators and Air Traffic Controllers (ATC) should ensure adherence to aerodrome operating minima.
He further advised operators to ensure necessary measures were put in place to cushion the effects of flight delays or cancellations on their passengers in accordance with NCARs, Part 19.
“All passengers are therefore required be patient, understanding and exhibit exemplary conduct during flight delays and cancellations as safety is paramount in flight operations.
“Similarly, stakeholders are expected to ensure strict compliance with this advisory circular as NCAA will view any infraction very seriously,” he added.
